National Child Labour Project,Mahabubnagar

Introduction

Mahabubnagar is the second largest district in the state comprising of 64 Mandals covering 13 Assembly constituencies, and 2 parliamentary constitutions. It is a drought prone district and is receiving lowest rainfall in the entire country after Jaisalmir (Rajasthan) and Ananthapur (AP). Due to successive droughts there is high incidence of distress migration among the rural population and poor.

As per 2001 census this district has 1.36 Lakh Child Labourers in hybrid cottonseed farms, Beedi making and agricultural and other activities.

The "Mahabubnagar District Society for the rehabilitation of Child Labour" has been formed under AP (TA) Public Societies Registration Act, 1350F(Act I of 1350F) with Registration No. 6119, Dated 27-08-1999. The Collector & District Magistrate, Mahabubnagar is the Chairman of the Society and Project Director, NCLP is the Secretary. The Executive Committee of the Society was initially constituted with 22 other members which includes District Officers, NGOs, Trade Unions, Employers, etc.

Keeping the intensity of the Child Labour in the District, the Ministry of Labour & Employment Govt. of India have sanctioned 40 NCLP Schools with an intake capacity of (50) Children in each School, from April, 2000 for admitting the Children those who are released from the work place by the Labour department, Children Mobilaised by the Field Officers of NCLP, other Executive officers of various departments, NGOs, etc. After completion of the Study in the NCLP Special Schools children will be mainstreamed in to the Formal Schools with providing Hostels seats, APSWR School, Kasturba Gandhi Balikala Vidyalas, etc.

Activities of National Child Labour Project in this District:

Ø Children enrolled into Formal Schools, RBC, KGBVs, NCLP Special Schools those who are counciled by the Field Officer, NCLP during the Enforcement drive twice in a month (2weeks) in convergence with labour department.

Ø Organising Awareness Programmes on elimination of child labour to the Parents, Mahila Groups, and Youth Groups etc.

Ø Conducting Special Enforcement drives in Hybrid Cotton Seed Farms in convergence with Labour department.

Ø Organising the Meetings to Seed crop farmers, seed growers, seed organizers, etc on elimination of child labour and do not give any advance to the parents of the child labour.

Activities During 2009-10

Ø 3 NCLP Special Schools have been established for the rehabilitation of Child Labour rescued from Work places for Bridge education during the Academic Year 2009-2010 with the available balance in the project.

Ø Three NCLP Special Schools are functioning by the covering of areas which is high density of child labour in BT cotton sector, Beedi making sector in rural and urban areas that is Kucherla (v), Gattu mandal, Appampally(v), Chinna Chinta kunta mandal, and Narayanpet Muncipality, Narayanpet mandal respectively as NRBC mode from July,2009 onwards and 150 children are enrolled for the year 2009-10.

Ø During this year 150 children were Mobilised and enrolled in NCLP Special Schools in addition to that 1598 children were mobilized and enrolled into RBCs, Formal Schools, KGBVs by the Field Officers of NCLP.

Þ During 2009-10 the OSC children were enrolled into the following streams upto 31st March, 2010.

Ø 2111 Children were enrolled into the 27 RBCs out of these 625 children were enrolled through NCLP and SSA convergence

Ø 150 children were enrolled into the 3 NCLP Special Schools

Ø Out of 4795 children of KGBV 2642 children were enrolled during this year

into 51 KGBVs out of these 2642 children 475 children were enrolled by

NCLP

Ø 582 children were enrolled into 25 Alternate Schools out of these 98 children were enrolled by NCLP Teams.

Þ Enrollment of the Girl Children out of above enrollments

Ø During the 2009-2010 - 895 Girl children were enrolled into the RBCs, 4795 Girl children were enrolled into the KGBVs and 63 Girl children were enrolled into the NCLP Special Schools.

Þ Enforcement details :

Ø 482 Child Labourers are identified from non-hazardous occupations during year 2009-10.

Ø 439 identified child labourers were rehabilitated from non-hazardous occupations.

Ø 12 Child Labourers are identified from hazardous occupations during year 2009-10.

Ø 12 identified child labourers were rehabilitated from hazardous occupations

Ø 9 Cases are filed against child labour during the year 2009-10 and Rs.1,80,000/- was collected as fine amount and fixed in the shape of NSC Bonds on the names of child labourers.

Ø 459 Claims filed under minimum wages act in non hazardous occupations.

Ø 10 Claims filed under minimum wages act in hazardous occupations.

Ø The NCLP, Mahabubnagar identified and rehabilitated a child labourer who is working in Hyderabad.

Ø Regular inspections have carried out in the factories, cotton jinning mills in convergence with Inspector of factories.

Other Activities:

Ø The Executive Committee Meetings of "Mahabubnagar District Society for the Rehabilitation of Child Labour" have been convened on 12-01-2010 where in the issue relating to employment of child labour in the hybrid cotton seed farms among other issues have has been discussed.

Ø Based on the decisions taken in the said Executive Committee Meetings Officers of all line departments have been requested to take follow up action.

Ø In connection with the World Day against Child Labour on 12-06-2009 the child labour awareness rallies have been carried out in the district and stickers, sunpac boards on Stop Child labour in domestic, hospitality sector and hybrid cotton sector were released and distributed to all the mandals during badibata programme and massive awareness and enrollments were carried out.

Ø The NCLP, Mahabubnagar was also involved actively during Badibata Programme, Which was conducted from June-12th, 2009 to June-27 th,2009. During this programme a special enforcement drive has been taken up with the help of Labour Department and RVM for enrollment of out of School / Working children into formal schools / RBCs and 2127 children were enrolled during this programme.
